The European Telecommunications Standards Institute (ETSI) is an independent, non-profit organisation, whose mission is to produce telecommunications standards for today and for the future. Based in Sophia Antipolis (France), the European Telecommunications Standards Institute (ETSI) is officially responsible for standardisation of Information and Communication Technologies (ICT) within Europe. These technologies include telecommunications, broadcasting and related areas such as intelligent transportation and medical electronics.

ETSI is paying very high attention to interoperability issue as having a long experience in developing successful communication standards. The ETSI Centre for Testing and Interoperability (CTI) provides expert support and services to ETSI Technical Bodies on the application of modern techniques for specifying protocols and test specifications. The CTI operates the ETSI Plugtests service, and is also responsible for the technical management of the ETSI Specialist Task Forces (STFs) that develop conformance and interoperability test specifications for ETSI standards. Technologies developed by ETSI includes 3G UMTS, GSM, DECTTM, TETRA, Hiperlan/2, TIPHONTM, INAP, B-ISDN etc.
